DELHI DEFENCE DIALOGUE 2026: 3rd edition by MP-IDSA, 3-4 Nov

Delhi Defence Dialogue 2026: Rajnath Singh on Self-Reliance, Reforms and Defence Exports

Quick answer: The Delhi Defence Dialogue (DDD) is a yearly conference on defence policy run by the Manohar Parrikar Institute for Defence Studies and Analyses (MP-IDSA). The third edition took place in New Delhi on 3–4 November 2026 under the theme “Defence Reforms, Aatmanirbharta, Collaborations and Exports”. Defence Minister Rajnath Singh opened it on 3 November and argued that self-reliance means technological sovereignty.

Why the Delhi Defence Dialogue 2026 is in the news

Rajnath Singh gave the opening address at MP-IDSA on 3 November 2026, according to the Ministry of Defence. His central point was that in the 21st century a country’s military preparedness rests on its technology and industry. He said India must make critical equipment at home and be able to keep it running without depending on others.

In his view, real self-reliance means having four things: the knowledge to design a platform, the technology to build it, the intellectual property to upgrade it, and the ability to support it through its service life. He described the four parts of the theme as linked pillars of the goal of a developed India (Viksit Bharat) by 2047.

At the 2025 edition, Rajnath Singh spoke of “digital sovereignty” over data, algorithms and semiconductors.

From buying to co-developing: the bigger shift

A major theme of the 2026 address was how India works with foreign partners. Licensed manufacturing and transfer of technology helped build Indian industry in the past. The minister said future deals should aim at co-development, co-production and shared innovation, with real Indian design work, fair sharing of intellectual property and a place for Indian firms in global supply chains. MP-IDSA’s concept note names aero-engines for the AMCA and other propulsion systems as key areas for such partnerships.

On exports, he called for adding maintenance, repair, training, logistics and technology cooperation to what India sells, so that each sale grows into a lasting partnership.

Exam angle: how NDA, CDS and CAPF can ask this

  • Expect “which institute organises” questions: the Delhi Defence Dialogue is run by MP-IDSA, a think tank funded by the Ministry of Defence.
  • Defence economy figures (production, exports, 2029 targets) are common in CDS and CAPF current-affairs papers, so note the numbers above.
  • Link reform questions to static topics: corporatisation of the Ordnance Factory Board, Defence Industrial Corridors, and the Defence Production and Export Promotion Policy (DPEPP) 2020.
  • CAPF essay and précis papers often take up self-reliance in defence. The four-pillar framing from this speech gives a ready structure.
