INDIA-MEXICO PTA TALKS: Terms of Reference signed; Mexico map facts

India-Mexico PTA Talks Begin: Mexico Map Facts, Bilateral Ties and PTA vs FTA vs CEPA

Quick answer: On 28 October 2026, India and Mexico announced that they had signed the Terms of Reference (ToR) for a Preferential Trade Agreement (PTA), which formally starts the negotiations. Mexico is a federal republic in southern North America with Mexico City as its capital. India exported goods worth about US$5.73 billion to Mexico in FY26, and automobiles were the largest item.

Why Mexico is in the news

Commerce Secretary Rajesh Agrawal signed the ToR during a two-day visit to Mexico City. The Mexican signatory was Undersecretary of Foreign Trade Luis Rosendo Gutiérrez Romano, acting for Secretary of Economy Marcelo Ebrard Casaubon. According to the Ministry of Commerce and Industry, the ToR fix the framework, scope and roadmap for the talks. The talks will cover:

  • market access for goods and rules of origin
  • customs procedures and trade facilitation
  • sanitary and phytosanitary (SPS) measures and technical barriers to trade (TBT)
  • trade remedies and dispute settlement

Sectors flagged for cooperation include automobiles, chemicals, electronics, pharmaceuticals, agri-food, energy, critical minerals and medical devices. The talks follow an understanding reached by Prime Minister Narendra Modi and President Claudia Sheinbaum on the sidelines of the G7 Summit in Canada in June 2025.

There is a commercial reason behind the timing. Swarajya reported that Mexico’s new tariff regime took effect on 1 January 2026. It imposes duties of 5 to 50 per cent on more than 1,400 product categories from countries that have no preferential deal with Mexico, and that list includes India.

India–Mexico relations: key facts

  • Diplomatic ties: established on 1 August 1950. According to Mexico’s Foreign Ministry, Mexico was the first Latin American country to establish diplomatic relations with India.
  • Privileged Partnership: in place since 2007.
  • Trade in FY26: about US$7.83 billion. India exported US$5.73 billion and imported US$2.11 billion, a surplus of about US$3.62 billion (official data cited by Outlook).
  • What India sells: automobiles are the largest export (about US$1.92 billion), followed by auto parts, medicines, engineering goods and chemicals.
  • What India buys: crude oil makes up roughly three-fourths of Mexico’s shipments to India.
  • Strategic value: a gateway to Latin America and the USMCA region.

PTA vs FTA vs CEPA: what is the difference?

TypeScopeHow tariffs are handledIndian examples
Preferential Trade Agreement (PTA)Narrow: goods only, on selected product linesPositive list: duty is reduced (not always to zero) only on the listed productsIndia–MERCOSUR, India–Chile, India–Afghanistan; now proposed with Mexico
Free Trade Agreement (FTA)Wider: most goods, sometimes servicesNegative list: duty is cut or removed on most items except those listed as sensitiveIndia–Australia ECTA (signed 2 April 2022)
Comprehensive Economic Partnership / Cooperation Agreement (CEPA / CECA)Widest: goods, services, investment, rules and regulatory cooperationDeep tariff cuts plus commitments on services and investmentIndia–UAE CEPA (in force from 1 May 2022), India–Japan CEPA, India–Korea CEPA

A Government of India trade portal lists 13 FTAs/RTAs and 6 limited-coverage PTAs for India. A PTA is often a first step that can be upgraded later.

Exam angle: how NDA, CDS and CAPF can ask this

  • World-geography map questions on neighbours, peninsulas and the Ring of Fire are common.
  • Know the economy terms: positive list vs negative list, PTA vs FTA vs CEPA, and rules of origin.
  • Mexico is not a MERCOSUR member. The India–MERCOSUR PTA does not cover it, which is one reason a separate PTA is being negotiated.
