WESTERN SAHARA: UN mission MINURSO ends after 35 years

Western Sahara: UN Mission MINURSO Ends After 35 Years Following Security Council Deadlock

Quick answer: MINURSO, the United Nations Mission for the Referendum in Western Sahara, has ended after 35 years. Its mandate lapsed on 31 October 2026 because the UN Security Council could not agree on a renewal resolution on 30 October, and on 1 November 2026 the UN Secretary-General announced that the mission had stopped operating and moved into liquidation.

Why Western Sahara and MINURSO are in the news

On 30 October 2026 the Security Council voted on two rival texts, as Reuters reported. A draft written by the United States would have extended MINURSO for one more year. It would also have made Morocco’s autonomy plan the only basis for talks, reduced the mission’s military component and renamed it the UN Mission in Western Sahara (MINUSO), dropping the word “referendum”. The draft won 11 votes, including those of the UK and France, but Russia vetoed it. Russia’s own draft, which simply extended the mission, received only three votes in favour, one against (the United States) and 11 abstentions, so it failed to reach the nine votes needed.

With no resolution adopted, the mandate expired on 31 October. In a statement issued through his spokesperson on 1 November, Secretary-General António Guterres said MINURSO was ceasing operations. He said that date marked the start of a liquidation period, during which a small team would repatriate troop-contributors’ equipment and dispose of UN assets, according to Le360’s report on the statement. Morocco’s royal cabinet welcomed the outcome, while Polisario representative Sidi Omar thanked Russia for its veto.

Western Sahara: the territory and the dispute

  • Location: north-west Africa. It borders the Atlantic Ocean to the north-west, Morocco to the north, Algeria to the east-north-east and Mauritania to the east and south.
  • Area: about 272,000 sq km, mostly flat desert, with an estimated 6 lakh people.
  • Status: the UN lists it as a non-self-governing territory; it is often called “Africa’s last colony”.
  • Resources: rich fishing waters and phosphate reserves; the Bou Craa mine is linked to the coast by a very long conveyor belt.
  • The berm: a sand wall of about 2,700 km, built by Morocco, separates Moroccan and Polisario forces.

Timeline in brief: Spain ruled the territory as a colony until 1976. The 1975 Madrid Accords divided its administration between Morocco and Mauritania, which led to war with the Polisario Front, a Sahrawi independence movement. Mauritania gave up its claim in 1979 and Morocco took over that area. A UN-backed ceasefire came in 1991, and MINURSO was set up to oversee it. The ceasefire held largely until November 2020, when Polisario declared it would resume armed struggle. In October 2025 the Security Council, through Resolution 2797, backed Morocco’s autonomy proposal as a basis for negotiations. Polisario’s Sahrawi Arab Democratic Republic runs refugee camps near Tindouf in Algeria and is a member of the African Union.

Exam angle: how NDA, CDS and CAPF can ask this

  • Map questions: identify countries bordering Western Sahara, or the African countries with an Atlantic coastline.
  • UN Security Council basics: 15 members, five permanent members with veto power, and nine affirmative votes needed for a resolution.
  • UN peacekeeping: questions often ask about missions linked to India, such as UNMOGIP (India-Pakistan), alongside missions like MINURSO.
  • International organisations: membership of the African Union and the Maghreb region are common static GK themes.
