VGF FOR ENERGY STORAGE: ₹14,500 crore for 92 GWh grid storage

Viability Gap Funding Scheme: ₹14,500 Crore for 92 GWh Grid-Scale Energy Storage

Quick answer: On 4 November 2026 the Union Cabinet approved a Viability Gap Funding (VGF) scheme of ₹14,500 crore for grid-scale energy storage. It will support 92 GWh of new capacity between FY 2026-27 and FY 2030-31: 30 GWh of battery energy storage, 60 GWh of pumped storage and 2 GWh of emerging technologies. Battery projects must meet a minimum domestic content requirement of 40%.

Why the VGF scheme for energy storage is in the news

The Union Cabinet, chaired by Prime Minister Narendra Modi, approved the “Viability Gap Funding Scheme for Development of Grid-Scale Energy Storage Systems”, according to the official release carried by PIB and PMIndia. Union Minister Ashwini Vaishnaw announced the decision at a media briefing after the meeting. He said storage would bring its biggest benefit in transmission, because it allows existing transmission lines to be used several times more effectively.

The government says the 92 GWh supported under the scheme is equal to about 170% of India’s present grid-scale storage capacity. It will help the country move towards the 411 GWh of grid-scale storage it is estimated to need by 2031-32.

How it works: viability gap funding and storage

Viability gap funding is a one-time grant from the government. It covers part of the cost of a project that is useful to the public but would not pay for itself at market rates. By lowering what the developer has to recover, it makes the project bankable. In this scheme, bidders compete on tariff, and the VGF helps keep the cost of stored power affordable for distribution companies.

Solar and wind power do not flow evenly. Solar output peaks at midday and stops at night. Storage soaks up the surplus and gives it back when demand is high. This lets the grid make fuller use of renewable energy and rely less on conventional plants for balancing.

  • Pumped storage: Mr Vaishnaw explained that surplus solar power is used to pump water up to a higher reservoir. When power is needed, the water flows back down through turbines and generates electricity again.
  • Emerging technologies: the 2 GWh share is kept for options not yet in wide use. The Minister gave ultra-capacitors as an example.

The 40% domestic content rule is intended to build an Indian manufacturing base for storage and cut dependence on imported components. The government says this demand-side support will complement the existing supply-side incentives for making batteries in India.

Comparison with the 2023 BESS scheme

This is not India’s first VGF scheme for storage. In September 2023 the Cabinet approved a VGF scheme for 4,000 MWh of battery storage projects to be built by 2030-31. That scheme offered VGF of up to 40% of the capital cost, with an initial outlay of ₹9,400 crore that included ₹3,760 crore of budgetary support. The 2026 scheme is much larger and also covers pumped storage and new technologies. Note the difference: in 2023, “40%” was the ceiling on capital-cost support, while in 2026 it is the minimum domestic content for BESS.

Exam angle: how NDA, CDS and CAPF can ask this

  • Learn the 60–30–2 split, the ₹14,500 crore outlay and the 40% domestic content rule. Numbers like these are common in current affairs MCQs.
  • Energy security comes up in the CDS and CAPF general studies papers, along with renewable energy integration and Atmanirbhar Bharat in manufacturing.
  • Know the units. GW measures power (capacity at a given moment), while GWh measures energy (power multiplied by time). Physics in NDA GAT can test this.

Practice MCQs

Q1. The VGF scheme for grid-scale energy storage approved in November 2026 supports how much total storage capacity?
(a) 30 GWh (b) 60 GWh (c) 92 GWh (d) 411 GWh
Answer: (c) — 60 GWh of PSP, 30 GWh of BESS and 2 GWh of emerging technologies.

Q2. What is the minimum Domestic Content Requirement for BESS projects under the scheme?
(a) 20% (b) 30% (c) 40% (d) 50%
Answer: (c) — BESS projects must have at least 40% domestic content.

Q3. Which storage technology has the largest share of capacity under the scheme?
(a) Battery energy storage (b) Hydro pumped storage (c) Ultra-capacitors (d) Green hydrogen
Answer: (b) — Pumped storage accounts for 60 of the 92 GWh.

Q4. The unit “GWh” measures:
(a) Power (b) Energy (c) Voltage (d) Current
Answer: (b) — Gigawatt-hour is a unit of energy.

Frequently asked questions

What is the outlay of the VGF scheme for grid-scale energy storage?

The scheme provides total VGF support of ₹14,500 crore for FY 2026-27 to FY 2030-31. The total investment it is expected to bring in is estimated at ₹97,600 crore.

Who can get VGF under the scheme?

Public and private electricity distribution companies are eligible for VGF for battery and pumped storage projects. Projects using alternative storage technologies will be carried out by public and private sector entities.

How will storage capacity be allocated?

Capacity will be allocated through tariff-based competitive bidding.

Why does India need grid-scale storage?

Storage lets the grid hold surplus solar and wind power and release it when demand peaks, which supports reliable round-the-clock supply. The government estimates that India will need 411 GWh of grid-scale storage by 2031-32.

How is this different from the 2023 BESS VGF scheme?

The 2023 scheme covered only 4,000 MWh of battery storage, with an initial outlay of ₹9,400 crore. The 2026 scheme covers 92 GWh across pumped storage, batteries and new technologies.
