NCLEX vs CGFNS — Do Indian Nurses Need CGFNS Before NCLEX?
Many Indian nurses preparing for NCLEX are confused about whether they need to complete CGFNS before sitting the exam. The answer depends on which US state you apply through. This guide clarifies everything.
What Is CGFNS?
CGFNS International (Commission on Graduates of Foreign Nursing Schools) is the organisation that evaluates international nursing credentials for the USA. Their services include:
- CES (Credentials Evaluation Service) — verifies your nursing education and licensure meets US standards
- CGFNS Qualifying Exam — a pre-NCLEX exam testing nursing knowledge (required by some states)
- VisaScreen Certificate — required for all internationally educated nurses obtaining a US immigrant/occupational visa
Do You Need CGFNS Before NCLEX?
It depends on the US State Board of Nursing you apply through.
- Some states (e.g., New York, California in the past) require CGFNS CES or the Qualifying Exam before issuing an Authorization to Test (ATT)
- Most states no longer require the CGFNS Qualifying Exam — only CES credential evaluation
- VisaScreen is required separately for visa purposes (not for sitting NCLEX)
Check the specific requirements of the State Board of Nursing you are applying through. Indian nurses commonly apply through states like Illinois, Texas, Delaware and Michigan which are relatively straightforward.
CGFNS CES vs CGFNS Qualifying Exam — What’s the Difference?
- CES (Credentials Evaluation Service): Document-based evaluation of your nursing education, required by many state boards before they issue ATT for NCLEX. No exam involved.
- CGFNS Qualifying Exam: An actual exam (similar to NCLEX) that some state boards require. Increasingly rare — most states no longer require this.
VisaScreen Certificate
The VisaScreen is a CGFNS product required for all internationally educated healthcare professionals applying for certain US immigrant or occupational visas. It includes English language testing (IELTS or TOEFL) and CES credential evaluation. You do not need VisaScreen to sit the NCLEX — only when applying for your US visa.

CGFNS CES evaluation typically takes 4–6 months. Start the process as early as possible — ideally at the same time you begin your NCLEX preparation, so the two timelines run in parallel.
