Which government schemes were in the news in April 2026?

April 2026 covered the PMGSY-III extension (revised outlay ₹83,977 crore, extended to March 2028), the Nutrient Based Subsidy for Kharif 2026 (about ₹41,533.81 crore), the Bharat Maritime Insurance Pool with a ₹12,980 crore sovereign guarantee, notification of Central Rules under the four Labour Codes, SADHANA Saptah 2026 under Mission Karmayogi, and the first phase of seven Space Laboratories in universities and colleges.

April 2026 is the month of rural roads, fertiliser subsidy and the labour-code milestone. It also carries two capacity-building items — SADHANA Saptah and the university Space Laboratories — that are easy to skip in revision and exactly the kind of thing a paper-setter reaches for once the obvious schemes have been used.

PMGSY-III — Extension

Ministry: Rural Development

Earlier PMGSY phases built new roads to connect villages for the first time. Phase III instead upgrades those existing roads to make them better and more durable.

Why it is in the news: Cabinet approval during the Feb-Jul 2026 window brought the scheme back into current affairs.

  • Extended up to March 2028 (selected hilly-region bridge works up to March 2029).
  • Revised outlay: ₹83,977 crore.
  • Purpose: consolidate Through Routes and Major Rural Links connecting habitations to GrAMs, higher secondary schools and hospitals.
Exam trigger: revised outlay + the two different end-dates (general vs hilly bridges).

Nutrient Based Subsidy — Kharif 2026

Ministry: Dept of Fertilizers

Farmers pay less than the market price for fertilisers like DAP, and the government pays the difference to fertiliser companies. This decision sets that subsidy rate for the season.

Why it is in the news: The annual subsidy rates for the Kharif season were approved on 8 April 2026.

  • Approved rates for phosphatic and potassic (P&K) fertiliser subsidy, applicable 1 April to 30 September 2026.
  • Tentative budgetary requirement: about ₹41,533.81 crore — roughly ₹4,317 crore more than Kharif 2025.
Exam trigger: NBS covers P&K fertilisers specifically, not urea — urea has its own separate policy approved in July.

Bharat Maritime Insurance Pool — Sovereign Guarantee

After recent conflicts, some foreign insurers refused to cover Indian ships in risky waters such as the Red Sea. This pool is India’s own backup, with a government guarantee behind it.

Why it is in the news: Cabinet approved a sovereign guarantee for a domestic maritime insurance pool.

  • Sovereign guarantee: ₹12,980 crore for the domestic insurance pool.
  • Coverage: hull and machinery, cargo, P&I, war risk.
  • Strategic aim: shipping resilience against geopolitical or external insurance disruption.

Four Labour Codes — Central Rules Notified

India used to run on 29 separate old labour laws. These four Codes combine them into simpler rules, including one minimum-wage framework for the whole country.

Why it is in the news: Central Rules were notified 8-9 May 2026, moving the Codes from legal force to operational readiness.

  • The four Codes: Code on Wages (2019), Industrial Relations Code (2020), Code on Social Security (2020), and the Occupational Safety, Health & Working Conditions Code (2020).
  • Final Central Rules notified as the Code on Wages (Central) Rules 2026, Social Security (Central) Rules 2026, OSH&WC (Central) Rules 2026 and Industrial Relations (Central) Rules 2026.
  • State-level rules were still rolling out unevenly across States and UTs as of mid-2026.

SADHANA Saptah 2026 — National Learning Week under Mission Karmayogi

NATIONAL CAPACITY-BUILDING INITIATIVE

Ministry: DoPT; Capacity Building Commission, Karmayogi Bharat

A nationwide training week for government employees, from Central ministries down to frontline workers, pushing everyone to complete courses on an online learning platform.

Why it is in the news: The 2026 nationwide learning campaign began in April and recorded exceptionally large participation on the iGOT Karmayogi platform.

  • Full form: Strengthening Adaptive Development and Humane Aptitude for National Advancement.
  • Core Saptah: 2-8 April 2026, with campaign activity tracked through 10 April.
  • Participation: 100+ Central Ministries and Departments, 30+ States and UTs, 250+ training institutions.
Exam trigger: SADHANA full form plus the 3.18 crore course-completion figure.

Space Laboratories in Universities and Colleges

NEW 2026 CAPACITY-BUILDING INITIATIVE

Ministry: Department of Space / IN-SPACe ecosystem

As India’s private space industry grows it needs trained young engineers. This puts hands-on satellite, rocketry and mission-design labs directly inside universities and colleges.

Why it is in the news: The Department of Space reviewed the national plan in April 2026 and announced seven labs in the first phase.

  • Plan reviewed and announced 26 April 2026; first phase covers 7 Space Laboratories across India.
  • Hands-on areas: satellite systems, rocketry, mission design.

What is the revised outlay of PMGSY-III?

Rs 83,977 crore. The scheme was extended up to March 2028, with selected hilly-region bridge works allowed up to March 2029.

What do the four Labour Codes replace?
