Quick answer: India will give Guyana a new USD 500 million Line of Credit for roads, healthcare and defence projects. External Affairs Minister S. Jaishankar announced it on 5 November 2026 after meeting President Irfaan Ali during CHOGM 2026 in Antigua and Barbuda. The two countries also signed three agreements, one of which covers a UPI-like payment system for Guyana.
Why India–Guyana ties are in the news
DD India reports that S. Jaishankar met Guyana’s President Dr Irfaan Ali on Thursday, 5 November 2026, on the sidelines of the Commonwealth Heads of Government Meeting (CHOGM) 2026 in Antigua and Barbuda. In a post on X, the minister said he had announced an extension of a USD 500 million Line of Credit (LoC) for road, health and defence projects. He also said the two sides had reviewed the steady progress in cooperation since Prime Minister Narendra Modi’s visit to Guyana in 2024.
A Line of Credit is a loan on easy terms that the partner government uses for agreed projects and repays over time. Grant aid, by contrast, does not have to be repaid. India offers both kinds of help to partner countries, as this package shows: a loan for big projects and grants for small community projects.

India–Guyana relations: the background
Indenture link: Indian indentured labourers began arriving in British Guiana in 1838. The first ship brought 396 people from Calcutta. The system was ended in 1917, after Indian nationalists campaigned against it. The “Records of the Indian Indentured Labourers”, a joint nomination from Fiji, Guyana, Suriname and Trinidad and Tobago, were inscribed on UNESCO’s Memory of the World Register in 2011.
High-level visits: Indira Gandhi visited Guyana in 1968. Narendra Modi’s November 2024 visit was the next by an Indian Prime Minister. All India Radio reported that President Ali received him at the airport. During that visit he took part in the second CARICOM–India Summit in Georgetown, spoke to Guyana’s Parliament and received Guyana’s highest award, The Order of Excellence. President Ali had earlier been Chief Guest at the Pravasi Bharatiya Divas held in January 2023.
Development partnership: India has long worked with Guyana on health, connectivity, renewable power and water. The new deals add defence and digital payments.
Why it matters: Guyana was the world’s largest oil producer per person in 2025, and it is also a gateway to CARICOM. Closer ties support India’s outreach to the Caribbean and the Global South and help diversify its energy partners.
Exam angle: how NDA, CDS and CAPF can ask this
- World geography questions in the NDA and CDS papers often ask about South American countries and their neighbours. Guyana’s borders and capital are typical one-mark questions.
- Be ready to tell apart a Line of Credit (a loan), grant aid and Quick Impact Projects in questions on India’s foreign aid.
- Regional groupings such as CARICOM and the Commonwealth, including where they are headquartered and who belongs, come up often.
