CHILD DIGITAL SAFETY: IAF ScrollControl in 42 Air Force Schools

ScrollControl: IAF’s Child Digital Safety Programme for Air Force Schools

Quick answer: ScrollControl is a Child Digital Safety Programme that the Indian Air Force has brought to Air Force Schools across India to protect students from online grooming, AI misuse, gaming risks and financial fraud. It was announced on 2 November 2026, with 261 teachers from 42 Air Force Schools certified as Cyber Crime Intervention Officers.

Why the Child Digital Safety Programme is in the news

All India Radio’s news service reported on 2 November 2026 that the IAF had onboarded Air Force Schools onto ScrollControl. The programme was launched through the Indian Air Force Educational & Cultural Society, under the aegis of Air Headquarters, and timed with National Cyber Security Awareness Month.

The Ministry of Defence said 261 teachers from 42 schools had completed certification as Cyber Crime Intervention Officers. Reports in Elets eGov and Indian Masterminds add that the programme is delivered through the Information Sharing and Analysis Center (ISAC) Foundation.

What schools get under the programme

  • Trained first responders: certified teachers learn to spot cyber risks to children, preserve digital evidence and act as first responders when a cybercrime happens.
  • Cyber clubs: schools can set up clubs where students learn safe and responsible internet use.
  • Student certification in cyber safety, plus awareness sessions for parents and staff.
  • Content rating platform: families get access to an age-appropriate content rating tool.
  • “Cyber Safe School” recognition for participating schools.
  • Back-up support: teachers are empanelled on the National Security Database, and victims get round-the-clock help from cyber lawyers, cyber psychologists and forensic experts.

The programme also helps Air Force Schools meet a CBSE direction asking affiliated schools to follow cyber safety practices through a monthly Cyber Jagrookta Diwas.

The legal side: children’s data under the DPDP Act

Awareness in schools works alongside the law. The Digital Personal Data Protection Act, 2023 (published on 11 August 2023) sets special rules for children’s data in Section 9:

  • A “child” means anyone who has not completed 18 years of age.
  • A Data Fiduciary (the platform or company) must get verifiable consent of a parent or lawful guardian before processing a child’s personal data.
  • It must not process data in a way likely to harm a child’s well-being.
  • It must not carry out tracking, behavioural monitoring or targeted advertising aimed at children.
  • Breaching these child-specific duties can attract a penalty of up to Rs 200 crore under the Schedule to the Act.

The Ministry of Electronics and Information Technology notified the DPDP Rules, 2025 on 13 November 2025. They require platforms to use technical and organisational measures to obtain the parent’s verifiable consent, for example by checking that the parent is an identifiable adult through reliable identity and age details or a virtual token.

Whether younger teenagers should be kept off social media altogether is a separate debate. NCA’s opinion piece, A Social Media Ban Will Not Save Our Children, argues that regulation, accountability and digital literacy work better than a blanket ban. School programmes such as ScrollControl fall in the digital literacy category.

Exam angle: how NDA, CDS and CAPF can ask this

  • Defence-related welfare initiatives, such as those of service educational societies, are a regular source of current affairs one-liners.
  • The DPDP Act, 2023 (age of a child, parental consent, ban on targeted ads) is a likely polity and science-tech question.
