India Optel–Safran Pact Boosts India’s Defence Manufacturing Under Make in India

In a significant push towards self-reliance in defence production, India Optel Limited (IOL) has signed a strategic collaboration agreement with Safran Electronics & Defence, a leading French defence major. The agreement focuses on the indigenous manufacturing of two advanced, combat-proven defence systems that play a crucial role in modern warfare.

The pact was signed in New Delhi on December 22, 2025, marking another milestone under India’s flagship Make in India and Aatmanirbhar Bharat initiatives. The collaboration aims to strengthen domestic defence capabilities while reducing India’s long-standing dependence on imported critical military technologies.


Two Advanced Systems to Be Manufactured in India

According to the Ministry of Defence, the agreement covers the joint production of two highly sophisticated systems:

  • SIGMA 30N Digital Ring Laser Gyro Inertial Navigation System

  • CM3-MR Direct Firing Sight

The SIGMA 30N system is widely deployed across artillery guns, air defence platforms, missiles, and radar systems. Known for its precision and reliability, it plays a vital role in navigation and targeting accuracy during combat operations.

The CM3-MR Direct Firing Sight, on the other hand, is designed specifically for artillery guns and anti-drone applications. It significantly enhances firing accuracy and operational effectiveness, particularly in high-threat battlefield environments.


Strengthening Indigenous Capabilities

Under the partnership, India Optel Limited will be responsible for manufacturing, final assembly, testing, quality assurance, and full life-cycle support of these systems within India. This ensures that the equipment meets the exact operational requirements of the Indian Army and other defence forces.

The collaboration builds upon a memorandum of understanding signed between the two companies in January 2024, reflecting growing trust and long-term commitment between Indian and French defence industries.


Leadership and Strategic Significance

The agreement was formally signed by Tushar Tripathi, Chairman and Managing Director of India Optel Limited, and Alexandre Ziegler, Head of Safran’s Defence Global Business Unit. The ceremony took place in the presence of Sanjeev Kumar, Secretary (Defence Production), Government of India.

Defence officials emphasized that this partnership will enhance the operational readiness, accuracy, and performance of India’s land-based weapon systems. It also facilitates meaningful technology transfer, helping Indian engineers and technicians gain exposure to cutting-edge global defence technologies.


A Step Towards Reduced Import Dependency

India has historically relied on imports for many advanced defence components. Collaborations such as this are critical in reversing that trend. By enabling domestic production of high-precision systems, the India Optel–Safran pact supports long-term strategic autonomy and ensures faster availability of spares, upgrades, and maintenance support during critical situations.

The Ministry of Defence highlighted that such joint ventures are essential for building a resilient defence manufacturing ecosystem capable of supporting India’s growing military needs.
